States puzzle

We had thought that this puzzle might be hard for Zack, but after a couple of days he can almost do it by himself. And just now he named these states without prompting as he pulled them off the pile:
TN, KY, WI, FL, AK, HI, CA, TX, LA, GA, OK, SD, ND, NB, MI, ME
And found these in the pile when I named them: MS, OR
He has a tendency to talk about them in plural that I can't quite figure out---most states have a little illustration on them and Zack says: "This is Florida. Floridas have alligators. This is Indiana. Indianas have fast cars. This is Wisconsin. Wisconsins have cheeses." Also, he is convinced that there should be a Puerto Rico, and every time we finish the puzzle he says, "But Puerto Rico is missing."
